If you have a job description for a role you're interested in, which would require external visits, then it is best to check the requirements of the role and to contact the job holder. The job listing will make it clear what is required.
However, generally and in my limited experience, a driving licence and car is not required for carrying out external visits.

Thank you Daniel! This is for the compliance caseworker 405R vacancy and it doesn't mention a requirement to drive in the advert itself, however I will make sure to ask for confirmation from the recruitment team just in case. Thank you

There are only specific roles where a driving licence would be required and these will be noted in the job adverts. A general compliance caseworker would not be expected to hold a driving licence and would normally make such visits using public transport.
