I guess the question is about unsuccessful project in HMRC ? Yes, at varying degrees of successes. In my opinion, any 'failures' are attributed mainly to unclear boundaries of responsibilities in projects. Projects are very focused initiatives that need very clear scope, finances, time limits, roles and responsibilities.. these things can be bit difficult to 'enforce' in public sector compared to private sector. However I would call them sub optimal successes than unsuccessful...
